Smaller corps need only ask and provide the isk to drop a clone pack, OH and FA are both in willing to help you out and make sure you have a place for yourself.
PC matches are actually easier to take now than at any other time due to the clone packs being back at 150 but not costing 80 mill like they did at the beginning of PC. Yes the price point of clone packs is 45 mill, but if you can't pony up 45 mill for us to give you a district...do you really have 22 players (the average number you need active daily at your alotted time to make sure you have proper roles and things) a day ready to accept responsibility for a district?
I'm not trying to be a jerk my friend. I humbly think you're mistaken about PC's issues.
I personally think PC is stale. We've had the same 3 maps and their variations since they swapped out the lab and 4 maps (plus their respective bridge maps) total since PC was released.
Lag is still somewhat prevalent albeit only having 2 chat channels and resetting will suffice in most cases.
Equip spam is still predominantly how you win.
All maps feature a large socket with at least 2 objectives in it limiting strategies, counter-play, and also promoting zerging of heavies.
In addition PC payouts do not reflect the level of commitment PC requires from it's players.
Eve pilots still have 2 uninspiring bonuses for helping us dusters out (POS manufacturing and reduction to fuel costs I believe?), and a third one may well never be implemented for the research lab.
Still have no variations of district sizes. If CCP changed 1/3 of PC districts to be 8v8's more corps who boasted a strong, consistent 8 could have fun and compete against those they don't hold a candle to simply because getting 16 'a-team' online each night is highly improbable or downright impossible...and that assumes they can get 16 online at all (and even then you are rolling the dice especially in non PC vet corps that you'll have all the proper roles to be effective in PC)..
risk/reward is pathetic thus you have most people no showing instead of fighting tooth and nail once it's perceived you'll lose because why waste more isk?
timer mechanics still suck and need changing.
So overall there's a lot wrong with PC, but I think your concerns are out in left field.
As for the notion that PC matches have -become- broken.
:^) Man you must have missed it when people were isk printing through the isk creation exploit. literally printing isk out of thin air. Now that was broken. When PC was locked up for 99% of districts...that was broken.
I don't think PC is necessarily broken, it's just poorly incentivized in relation to the risk, is quite boring in terms of replayability, and the community of PC has depressed and then coalesced more each new generation (the greatest generation//the renegade generation//the tso's generation//the dns generation//and now the whatever is left generation) decreasing the competition in PC and thus centralizing power even more making it even more difficult to counterbalance and prevent a monopoly of talent.
That and no one has ever been good enough at herding sheep to use a **** ton of small corps to produce enough isk and people to wear out the few limited 'elite' teams that control the reigns in PC.
